Program Manager – OSP Development

About the Job

Cityside Fiber is seeking a highly motivated and experienced Program Manager – OSP Development to join our growing team. This role focuses on managing the tracking and reporting of project development from new market selection and budgeting through OSP development and delivery. Reporting to the Chief Development Officer, this position is responsible for scheduling, tracking, and analyzing each project's health against budgets, timelines, and projections, and submitting regular reports to the executive team and financial partners. The Program Manager will oversee direct reports that support project management functions, and will work closely with OSP Delivery, Network, and other departments to design and enhance processes and communications to achieve company-wide alignment. The objective of this position is to establish turnkey reporting systems that cover the life of a project, to maintain timely updates that meet the company's reporting standards, and to analyze data and trends for company-wide optimizations. To be successful in this role you will have significant project management skillsets, a thorough understanding of project development in the fiber space, and a strong aptitude for analysis and reporting. You will operate in a fast-moving and sometimes ambiguous environment and excel in hitting the Company's objectives.

Responsibilities

• Understand Cityside Fiber's core purpose and values and be passionate about what we do.
• Develop, manage, and track budgets and timelines for fiber construction projects across multiple markets, including staffing and selecting resources for scalability.
• Monitor project performance, including cost, schedule, and resource utilization, against established goals and KPIs.
• Create and maintain dashboards, reports, and executive summaries to communicate progress, risks, and variances.
• Partner with project managers, construction teams, and finance to identify cost-saving opportunities and resolve budgetary issues.
• Standardize performance tracking tools and processes to ensure consistency across programs.
• Conduct variance analysis and root cause investigations for budget or schedule deviations.
• Define scope, deliverables, timelines, and KPIs for market development initiatives from new market selection through delivery.
• Provide data-driven insights and recommendations to support strategic planning and decision-making.
• Work in and contribute to an atmosphere of trust and integrity with fellow employees to ensure the overall success of Cityside Fiber.

Qualifications

• Bachelor's degree in Business, Finance, Construction Management, Engineering, or related field.
• 7+ years of program or project management experience, with 3+ years in the FTTH space.
• Proven expertise in budget management, cost tracking, and performance reporting.
• Advanced proficiency in project management tools (MS Project, Primavera, Smartsheet, Asana, Sitetracker, or similar) and data visualization tools (e.g., Tableau, Power BI).
• Strong analytical, organizational, and problem-solving skills with the ability to multi-task and be highly responsive to internal and external clients.
• Excellent communication skills with the ability to present financial and performance data to executives and field teams.
• Proven ability to manage complex, cross-functional programs with multiple stakeholders.
• PMP or equivalent project management certification is a plus.
• Self-starter with strong organizational skills and attention to detail; ability to work well under pressure.
• Takes initiative; plans efficiently while avoiding analysis paralysis.
• Consistent effort, intense commitment, and willingness to go above and beyond when needed.
